13. Alteration of the Government

On the contrary, the government Arias were found in breakup state. The occupational militancy was following in increase. 25 of April was established the exception state in Biscay and Guipúzcoa, and was launched a vast police terror operation against the population of those provinces. The detentions at random, the imprisonments, the tortures on the part of what, in practice, was an occupation army formed by civil custody and armed policemen, were seen complemented by the aggressions of the guerrillas of Christ King. 26 of August, the Government approved a durísima law antiterrorista that was letting to the left exposed to the draconian action of the policeman. The attempt of the regime of solving the crisis by means of a return to the repression without hobbles of the years 40 could not not to have an adequate response. They were summoned generalized political strikes, that were successful in Madrid, of the 4 to the 6 of June, and in the Basque Country, 11 of June. Other strikes, that began being economic, as the one which had paralyzed Valladolid in the second April half, took soon a deep political character. The possibility of a blood bath, that would have removed definitely the esperanzas for Spain from entering in the EEC, seemed be made reality, especially during the tense period that peaked with the execution of militant five of ETA and of the FRAP in September.
